Scholarship for Chilean professionals to improve specific knowledge and professional practice in the United States.

The Hubert H. Humphrey scholarship for Chileans is to start the study program in August 2023. It is offered by the Commission for Educational Exchange between Chile and the United States of America (Fulbright Commission), which opens the Hubert H. Humphrey scholarship contest. Humphrey corresponds to the year 2022. The Hubert H. Humphrey scholarship is aimed at professionals from countries in Africa, Asia, Latin America and the Caribbean, the Middle East, and Euro Asia. Candidates – generally young or mid-career professionals from the public or private sector – are selected considering their leadership potential and commitment to the common good.

The study program is not conducive to an academic degree.
The Hubert H. Humphrey scholarship combines the improvement of specific knowledge and a professional internship of at least six weeks.
The deadline for submitting applications expires on Friday, August 13, 2021, at 4:00 p.m. (Chilean continental time).

Humphrey scholarship has a maximum duration of one academic year (10 months), preceded, if applicable, by a period of study of the English language (up to 6 months) or a pre-academic course of cultural orientation in the USA. THIS SCHOLARSHIP IS OPEN IN THE FOLLOWING AREAS OF SPECIALIZATION:

HUMAN AND INSTITUTIONAL CAPACITY, ECONOMIC DEVELOPMENT
This field can be interpreted very broadly. Suitable candidates include policymakers, administrative managers who focus on contemporary development issues, including population growth, agricultural and industrial development, poverty and income distribution, labor markets, and foreign trade. . People working in the fields of sustainable development and microfinance in the public or private sector are also suitable.

FINANCE AND BANKING
Suitable candidates include individuals involved in the administration of financial institutions, the regulation of depository and securities institutions, cross-border lending and trade finance, or public-private partnerships. Corporate financial managers and analysts are appropriate if they are interested and can convey how their work will affect the country’s development. People in this field are not eligible for the Humphrey Scholars Program if they are primarily interested in expanding the market share of a corporate entity.

PUBLIC POLICY AND PUBLIC ADMINISTRATION ANALYSIS
This field can be interpreted very broadly. Policy issues addressed by past Fellows include: Regional Economic and Workforce Development Planning, Governance and Leadership, Financial Management in Public and Nonprofit Organizations, Poverty and Inequality, Gender, Public Finance, and Revenue Management , domestic and foreign development policies transition to market-based democracy, planning and global knowledge economy and private sector development.
Technology policy and management
Network administrators, engineers, and urban planners involved in technology policy formulation and planning and management of technology changes and systems are suitable candidates in this field. Ministry of Education officials and educators who teach technology and science in higher education institutions and can demonstrate leadership in curriculum development or administration in this field are also suitable candidates.

TECHNOLOGY POLICY AND MANAGEMENT
Network administrators, engineers, and urban planners involved in the formulation of technology policy and the planning and management of technology systems and changes are suitable candidates in this field. Ministry of Education officials and educators who teach technology and science in higher education institutions and can demonstrate leadership in developing or administering curricula in this field are also suitable candidates.

HUMAN RESOURCE MANAGEMENT
The most suitable candidates in this field are those who face institutional changes and establish personnel policies and procedures. These may be human resource managers or people from various fields who have been tasked with reorganizing a department or ministry, for example.

COMMUNICATIONS / JOURNALISM

Law and human rights
Lawyers, judges and human rights activists are the most suitable candidates in this field. The range of legal specializations is very wide; Some of the most common include: constitutional, criminal, business, civil rights, family/child, alternative dispute resolution, international humanitarian law, international trade, international trade, intellectual property, and telecommunications. People involved in legal and judicial reform and the administration of justice are also suitable candidates.

LAW AND HUMAN RIGHTS

Sustainable lands:

AGRICULTURAL AND RURAL DEVELOPMENT
Suitable candidates include individuals from the public sector, non-governmental organizations and businesses focused on agricultural and food systems development and/or rural development. The field includes, but is not limited to, the following areas of expertise: Food Security, Sustainable Farming Systems, Agricultural Research, Extension Management, Agricultural Marketing and Value Chain Management, Postharvest Technology and Food Safety, Food Trade and Policy , and improvement of rural livelihoods.
Natural resources, environmental policy and climate change
Natural and environmental resource managers are appropriate candidates for this field. Policymakers working on natural resource protection, water quality, pollution control, land use, conservation, and environmental impact assessment are also suitable. Climate change is a critical emerging field open to professionals working in a variety of disciplines, including policy development, clean technologies, carbon management, and planning for response or adaptation to new weather patterns.

URBAN AND REGIONAL PLANNING
Suitable candidates for this field include architects, engineers, planners, urban designers, urban economists and sociologists, and historic preservation specialists. The field of urban and regional planning should be interpreted broadly to include the following: urban infrastructure, transportation policy and planning, water and sanitation, urban and rural planning, land use and urban design, housing and real estate development, international planning and comparative, environmental protection and planning, land ecological development, public policy, social policy, urban redevelopment policy, economic development and planning, regional economic integration, economic conversion, urban finance management, and urban spatial analysis using geographic information systems.

PROSPEROUS COMMUNITIES
Infectious and Communicable Diseases
Physicians, health educators, and professionals with managerial and policy-making responsibilities working to prevent, detect, and respond to infectious and communicable disease threats and improve global health security are suitable candidates for this field.

PUBLIC HEALTH POLICY AND MANAGEMENT
Physicians, clinicians with managerial responsibilities, health educators, and other professionals with policy-making responsibilities in this field are suitable candidates. Past fellows’ interests have included: management of public health organizations; provision of health care through community organizations; reproductive, adolescent and child health; and epidemiology in public health practice. Candidates who are primarily professionals in their field are not appropriate. For example, dentists whose program goals are to be more effective dentists in a clinical setting are not suitable candidates for the program. Instead,

COMMUNICABLE AND INFECTIOUS DISEASES
Physicians, health educators, and professionals with management and policy responsibilities who work to prevent, detect, and respond to infectious and communicable disease threats and improve global health security, including pandemic management and response , are suitable candidates for this field.

HIV/AIDS POLICY AND PREVENTION
Physicians, health educators, communication specialists, and policy analysts who are interested in HIV/AIDS policy, treatment, and prevention are suitable candidates for this field. Candidates with a primary focus on clinical treatment are not suitable.
Substance Abuse Education, Treatment and Prevention
Candidates in this field may focus on alcohol, drug, and tobacco abuse issues, as well as broader areas of public health that relate to substance abuse, such as HIV/AIDS, mental health, medicine, psychology, social work and counselling. Past fellows in the field of substance abuse have come from schools and universities, community-based prevention and treatment programs, hospitals, criminal justice settings, and local or national policy agencies. Fellows in this field will have access to strong university research programs as well as community, state, and country contacts.

EDUCATIONAL ADMINISTRATION, PLANNING AND POLICY
People who are contributing to the planning, development and implementation of national or regional educational policies are good candidates. University professors with an exclusively academic focus are not suitable; however, university professors in administrative or policy-making positions are eligible. Candidate profiles also include those focused on the more technical areas of education: curriculum development, instruction and learning, assessment techniques, program design and adult learning, teacher training, and use of technology in higher education. These people can be teachers if they also have additional responsibilities in the above areas.

ADMINISTRATION OF HIGHER EDUCATION
This field of study is intended for people who spend a significant part of their professional life on policy formation, strategic decision-making, planning, and management in higher education. People who hold administrative or policy-making positions in higher education institutions, nonprofit organizations, or government ministries are eligible. Suitable candidates also include those focused on functional areas of higher education, such as curriculum design, techniques for instruction and assessment of learning, vocational and lifelong learning programs, and areas of higher education administration, such as financial management, student affairs, academic affairs, business affairs, recruitment and admissions, development and relationships with alumni, and the use of technology in higher education. These individuals may be professors at institutions of higher education if they also have significant additional responsibilities in the areas listed above.

TEACHING ENGLISH AS A FOREIGN LANGUAGE
Appropriate candidates include teacher educators and teachers with master’s degrees in the field of teaching English as a foreign language if they are interested in teacher training, curriculum development, and methodology.
