Annually, the Romanian government offers scholarships for foreign students for undergraduate/graduate and postgraduate studies.
The Romanian government, through its Ministry of Foreign Affairs (MFA), offers its scholarship program for foreign citizens outside the European Union.
These scholarships are intended for undergraduate/bachelor’s, master’s, or doctoral studies at accredited universities in Romania.
The Romanian Government Scholarships, 2021 are offered by the Romanian State to foreign citizens through the MFA. The scholarships are offered to foreign citizens who come from countries not members of the European Union, for bachelor’s, masters, and doctorate.
Scholarships for studies at accredited higher education institutions in Romania are awarded through a file-based application evaluation by the Ministry of Foreign Affairs (MFA) and the Ministry of Education and Research (MER).
WHAT LEVEL OF STUDIES DOES THE SCHOLARSHIP COVER?
The scholarship applicant can choose from any of the following three cycles of study in accredited higher education institutions in Romania:
a. Bachelor’s: Bachelor’s programs are aimed at graduates of high school studies or pre-university studies at the end of which they obtained a baccalaureate degree or equivalent, as well as candidates applying for further university studies in Romania. The full programs last from 3 to 6 years, depending on the specialty followed, and end with a bachelor’s exam.
b. Master’s: Master’s programs are aimed at university students, have a duration of 1 year, 1.5 years, or 2 years and end with the thesis exam.
c. Doctorate: doctoral programs are aimed at graduate or equivalent students and last 3-5 years, depending on the profile of the chosen teaching staff, and end with the presentation of a doctoral thesis.

Please note that scholarships are NOT awarded in the fields of medicine, dentistry, and pharmacy.

However, scholarships are not awarded for programs in medicine, dentistry, or pharmacy.
Eligibility Criteria for Undergraduate / Undergraduate and Postgraduate Scholarships in Romania
Citizens of any country outside the European Union are eligible for this program. Likewise, candidates must meet the academic requirements of each program.
It is important to mention that the study language will only be the Romanian language (with the exception of some doctorates). However, the scholarship includes an extra preparatory year for candidates who do not speak the language.
Benefits of scholarships in Romania
The benefits of this undergraduate/graduate and graduate scholarship program, including the extra preparatory year, are:
- Exemption from paying tuition
- Accommodation in university dormitories
- Monthly stipend according to academic level and host university
- Romanian course during the extra preparatory year
Likewise, this scholarship does not include the costs of international or domestic transportation of the candidates. Likewise, the scholarship suggests having a monthly complementary fund of around 200 euros.
The application process for scholarships in Romania
The application process for Romanian government scholarships is through the Romanian Embassy or Consulate in each country. Therefore, it is recommended to consult with each diplomatic delegation.

Finally, these scholarships are open annually, generally from November to mid-March, however, they may vary from country to country.
