Scholarship details
The self-managed scholarships for Masters – Doctorates abroad, BECAL, are dependent on the Ministry of Finance. The Bases and Conditions Guides (GBC) have opened applications for Scholarships with Self-Managed and Assisted Modality. They contain the different types of scholarships to carry out Master’s degrees, Doctorates, and Post-doctorates abroad; as well as International Degree Mobility, and foreign language studies in Paraguay.
The Bases and Conditions Guides contain all the details of each grant and are made available so that the applicants can prepare since the application itself will be enabled from the second week of March.
In this way, within the Self-managed Modality, available at this link: https://bit.ly/3IyxmQx, the GBS of the scholarships for the first and second semester of this year are available. In this first semester, the Fourteenth scholarship application will be made for 85 places in Masters and Doctorates; the Eighth for 10 Postdoctoral positions; and the Seventh for 15 places in International Student Exchange at the Degree Level.
Likewise, in the second semester of 2022, the Fifteenth scholarship for Masters and Doctorates will be held with similar numbers of places; Ninth for Postdoctorates; and the Eighth for International Student Exchange at the Degree Level.
Within the Assisted Modality, the Guides of Bases and Conditions of the application for Scholarships for Masters and Doctorates in Canada are available (https://bit.ly/3hsX3pN) with 12 places, through the agreement with CALDO; for Foreign Language Courses in Paraguay (https://bit.ly/3HrIGNa) with 50 places; and for the International Student Exchange at the Degree Level (https://bit.ly/3MebcVX) within the framework of the Paraguay-Kansas Agreement (USA), whose application for 16 places is enabled today with the Paraguay-Kansas Committee.

TYPE OF SCHOLARSHIP: Scholarships to strengthen research, Master’s, Doctorate
INTRODUCTION – GENERAL PROVISIONS
The general objective of the Program “Resources for Phase II of the National Program of Postgraduate Scholarships to Strengthen Research, Innovation, and Education “Don Carlos Antonio Lopez” (BECAL)” is to contribute to increasing the levels of generation and application of knowledge in the areas of Science and Technology, as well as in the field of education, through higher standards at the time of the offer of Advanced Human Capital.

Master’s in CTI: 35
Doctorate in Education and/or educational management: 15
Master’s in education and/or educational management: 35
TYPES OF SCHOLARSHIPS. For the application (fourteenth and fifteenth) of face-to-face master’s degrees and doctorates, the following types of scholarships will be considered to be financed:
DOCTORATE IN CTI: aimed at all those who carry out studies in the areas of science, technology, and innovation, whose project of life is research, teaching, and/or technology transfer. This scholarship will be open to ALL areas of knowledge
1. Natural Sciences.
2. Engineering and Technology.
3. Medicine and Health.
4. Agricultural Sciences.
5. Social Sciences (except education).
6. Humanities.
DOCTORATE IN EDUCATION AND/OR EDUCATIONAL MANAGEMENT: aimed at all those who carry out studies in the areas of education, who are providing services in the field of education with minimum seniority of 12 months at the date of application (exclusive requirement), whose life project is research, teaching and/or education management, both public and private.
MASTER’S DEGREE FOR CTI: aimed at all those who carry out studies in the areas of science, technology, and innovation, whose life project is to strengthen the innovation capacities of companies, public management, universities, and R&D centers. Master’s programs will be financed in the following categories of the Frascati Manual:
1. Natural Sciences.
2. Engineering and Technology.
3. Medicine and Health.
4. Agricultural Sciences.
5. Social Sciences.
6. Humanities (only for the sub-areas: Design and Architecture).
In the case of Medicine and Health, Fellowship, Sub Specialization or High Specialization programs will be considered.
Necessary condition: have completed the Specialization Residency.
The BECAL program does not finance Medical Specialization Residency.
The proposed study program must have a minimum duration of two semesters, full time, and continuously.
For the purposes of this grant, the areas of knowledge will be defined according to the classification stipulated in the Frascati Manual, “Revised Field of Science and Technology (FOS) Classification in the Frascati Manual, OECD, 2007”. (Note: The Frascati Manual classifies areas of knowledge, but not all classified areas are areas of science and technology.)
Social Sciences programs must meet the requirements established in point 11 regarding selection criteria. Applications for Master of Business Administration (MBA), Management, Law and Marketing, Advertising, Finance, International Trade, and related programs do not qualify for this student grant.
The Agribusiness and Project Management and related programs will be considered within Social Sciences.
Speech Therapy programs will be considered within the area of medicine and health.
Finance and law programs will only be available to public officials as long as it corresponds to their work activity in the institution where they perform functions.
MASTER’S DEGREE IN EDUCATION AND/OR EDUCATIONAL MANAGEMENT: aimed at all those who study in education, who are providing services in the field of education with minimum seniority of 12 months at the date of application (exclusive requirement), whose project of life contributes to development within the country’s official and/or private subsidized and/or private sector.
For scholarships for International Student Exchange at Undergraduate Level, the following will be considered:
They imply the opportunity for the student who is pursuing a university career to get to know other universities and faculties, curricula, teaching bodies, and classmates, making it possible to broaden horizons and projections in the academic experience, either through the completion of an academic semester or even through participation in research and/or professional internships that allow the identification of future areas of specialization.
In the same way, it implies both for the Universities and for the Program, early identification of outstanding students who can later be part of the postgraduate options.
In all cases, the university of application must meet the requirements established in the point referring to selection criteria.
ONLY PROGRAMS THAT START IN
March 2022 scholarship application will be considered: For study programs that start in the second semester of 2022.
September 2022 scholarship application: For study programs that start in the first semester of 2023.
SOME SPECIAL CONSIDERATIONS FOR MASTER’S scholarships, DOCTORATE, AND POSTDOCTORATE
Doctorates already started will be accepted.
No master’s degrees or postdoctoral studies already started will be accepted.
In the cases of Australia/New Zealand, provided that the University Admission Letter has as a mandatory condition the completion of a language leveling course, the study program may start no later than:
March 2022: the first trimester of the year 2023.
September 2022: July of the year 2023.
In the event that the language leveling course must be taken in the country of destination, this condition must be explicitly mentioned in the letter of admission with which the application is made. application and it must be accompanied by the letter of admission to the language center recognized by the destination university.
The University of Buenos Aires (UBA) will not be eligible due to the situation of scholarship holders with studies pending completion.
What benefits do the BECAL Self-Managed Masters – Doctorates Abroad Scholarships offer?
1. Financial allocation for Master’s and Doctorate scholarships for each type of scholarship
1.1. PhD in CTI: USD 90,000
1.2. Master’s degree in CTI: USD 50,000
1.3. Doctorate in Education and/or educational management: USD 90,000
1.4. Master’s degree in education and/or educational management: USD 50,000
IMPORTANT NOTES
a. When the study program exceeds the coverage period of the scholarship or exceeds the maximum amount assigned to each type of scholarship, the scholarship recipient must submit a Sworn Statement certifying that they assume the remaining study costs.
b. For the Paulo Freire, AUGM and Marca programs, the benefits stipulated in the benefits section will be granted.
